A homeless man named Henry stays dry Sunday afternoon on Sixth Street in Austin, Texas. While Austin is receiving substantial rain from Hurricane Harvey, now a tropical storm, the state’s capital city is far enough inland from the Gulf Coast storm that it is being spared the catastrophic flooding that Houston residents and people in counties throughout Southeast and Central Texas are experiencing. “This event is unprecedented & all impacts are unknown & beyond anything experienced,” the National Weather Service tweeted earlier on Sunday of the deadly storm.
